Two skiffs enter; one skiff leaves.
There is no reason why both styles cannot coexist. You could have the big imperious pseudo-bronze-age Atlantean designs for the bulk of the fleet right alongside the smaller apocalyptic steampunkish wastelander designs used by those on the outskirts of polite society.

For now, I was guessing that the skiffs use animal skin stretched on a light frame. Tires may steer them in the direction of an industrial wasteland style. It may work fine, but would it feel right?

I was wondering about the feasibility of sand skiffs with big inflated rubber tires. If Zar has rubber trees, then somebody is likely to try this at some point. The larger the skiff, the less feasible tires becomes, though.
